The ACA a/k/a "Obamacare" reinforces option a.

11. a. Government can take action to make the United States energy independent

b. Global energy companies control the world’s energy supply, and little can be done by one government to control the flow of energy

I don't know all the options the US government has, so I feel I lack the proper information to answer this question.

14. a. I believe in “just war”

b. “Just war” is an outmoded concept

I do think WWII was a just war. I believe the intense violence used against Hitler's forces was for the best. Other than that, I am generally more pacifist.

23. a. Marriage between a man and a woman is sacrosanct and should be protected as the only acceptable legal/sexual union.

b. Marriage should be an option for any two people who wish to unite legally.

Change the word "people" to "adults," and I completely and passionately agree with option "b."

Obviously, President Obama is way more suited to my personal political tastes than Romney.

So you would pick:

"Marriage should be an option for any two adults who wish to unite legally."

There is nothing which prevents any two adults who wish to unite legally.

The word "legally" can go without damage, and with more clarity. Or, put "Legal Marriage should" and drop legally at the end.

Otherwise, on a good night, you would get vapors from the ambiguity of having to puzzle out "context". Why use context, when you can use plain old text?

I think his wording could use a little work, but his main points are valid, I think.

Which had "opposing" options like:

A. I think the US military should kill anything that moves, anywhere, anytime.

B. I believe that if I meditate enough, world peace will break out, and unicorns will fly out of my ass.

I mean... I'm still inclined toward option B there, but, c'mon.
