Weather.com's storm impact scenario graphics are totally at odds with the actual forecasts on the site. For example, NYC's graphic says winds gusts of "70+ mph" for Monday night:
But the site's hourly forecasts for NYC (Monday night):

Sustained wind is 35-40 mph. Gusts are short bursts above that sustained level.

sustained, with gusts noted if expected.

The gusts will be hurricane force.

It takes several hours for a hurricane to move through an area. Check further - 11 PM, Midnight, 1 AM
