Launches to space have scheduled pauses built into the countdown. Those I would not count as delays.

He has back himself into a corner but it's by admitting that there was a desire for either a pause or delay was illegal. There was no reason, and their purpose was actually to kick it to a vote in the House which would have ended in his favor. Now they are making shit up.
