May 30, 2002 Rand Paul LTTE of Bowling Green Daily News is NOWHERE to be found

It's as though it's been scrubbed from existence! I see it referenced in all sorts of places, but I can't seem to find the letter itself. It discuss property rights, but it's also where he gets into suggesting that portions of the Civil Rights Act are overreach due to the encroachment onto a private business' right to decide whom they wish to serve and not serve. Like I say, see it quoted everywhere, (mostly here http://pageonekentucky.com/2010/05/20/rand-paul-made-same-racial-comments-in-2002/) but can't find the actual letter. I'd just be curious to read the entire thing.
