I don't remember who said it, I feel that it was an interview with Kellyanne Conway or maybe even Hope Hicks that said that it was in a meeting at Trump Tower where everyone was in panic mode but a calm Steve Bannon brushed it off claiming that it was only "Locker Room Talk"
