I was thinking maybe the horses were really very very small - lie the farmer was dabbling in genetics or something.

The guy owned a boatyard in Florida. Got divorced, so wanted to build a bachelor pad on the boatyard property. No dice, the boatyard was zoned for boat repair and storage. So the guy built a "houseboat" permanently mounted on pilings on shore. Had a barge-type "hull", complete with bottom paint. FL boat registration numbers. Electric and plumbing ran up inside the pilings, hidden from view. He lived there several years, until he sold the yard.

We are in the Ouachita Mountains, close to Oklahoma.
We DO have "government".

Minimum Health, Safety, and Environmental standards are enforced by the State and County.
Nobody can start a toxic waste dump,
or burn tires without getting in trouble.

We have a constable that is elected every two years,
and a "Judge" and a "County Sheriff".

If we have a dispute or a problem, we contact the Constable, and he will either deal with it, or call the appropriate authority.
Every county is divided into Fire Districts, and has local Volunteer Fire Departments & Medical First Responders organized and trained by the County & State.
(My wife & I are both Firefighters, and she is the only Medical First Responder for our 60 square mile rural district.)

The County Assessor visits every property yearly.
If we build an addition to our house, we don't need a permit or code inspection, but will have to pay additional taxes
based on the square footage of the addition.
If we wanted to mortgage our house, we would have to have an inspection by the bank.
The bank won't make the loan if there is a problem with the house.


...so we DO have government out here, it just hasn't gotten too intrusive.
Mostly, we leave each other alone to do what they want on their own property.
While my wife & I embrace this independence, and take extreme care to keep our property and structures safe,
we readily acknowledge that this freedom can cause problems among those who are irresponsible,
or lack the skills to live this way.

How did they get the horses that small anyway?
