No indictment, no arrest warrant, no kill list.

If you don't have at the bare minimum, a US indictment and an arrest warrant then no level of due diligence can even be hoped for, that is a power jack.

How the hell is one a fugitive beyond the reach of justice when the court has no action?

I think you are mistaking Freedom for Safety and frankly, the two things are not the same.
