Questions abound in regard to US drone assassination program

The legal opinion about the use of drones to kill Americans around the globe without judicial review brings forth a host of questions.

How does one get on the death list?

How long is one on the list once there?

How much collateral damage is allowed when assassinating a target with a drone?

Can family members be killed as well during a strike?

Can a target be killed without trial if they are in a country that has extradition agreements with the US?

Can other countries kill their citizens in the US using the same justification? Could Cuba have sent an assassination squad to kill Orlando Bosch in Miami? How would Americans feel if Cuba sent a drone and blew up an apartment building killing Bosch and several other people they designated "collateral damage"?

These are just a few questions off the top of my head.

Will Iraqis whose families the US military killed be eligiable to use this technology to seek retribution for the deaths of all their citizens?
