Assuming as I do that Jeb is the nominee in 2016, Rubio couldn't be his VP if he lived in Florida.
Both people can't be from the same state.

If Rubio officially moves, that means he is no longer in the same state.

The plot thickens as everything is moving into place for Rubio in 2016 to say he is not a resident of Florida.
Remember Cheney had a second residence he used to say he wasn't in Texas in 2000.

You may be right. Rachel's point was that it was another example of Rubio's duplicity in his post-SOTU 'address,' wherein he pretended to be a supporter of working/middle class families cause that's where he lives! P.S., House asking price $675,000.

Living in-state isn't required for members of Congress, though the alternative does tend to bruise politically (see Luger, Dick). But Rubio, who was born and raised in Miami, neatly escapes that problem, as his spokesman Alex Conant told The Daily Caller Wednesday: "If he can sell his home in Miami he would be able to afford to move his wife and kids to Washington during the school year and still own a home in Florida.”

That other home is presumably the one Rubio co-owns in Tallahassee with good friend David Rivera, the disgraced former Florida congressman currently accused of having financed a novice ringer candidate with cash under the table. The Tallahassee house was rescued from foreclosure in 2010, five years after the pair paid $135,000 to purchase it for use when serving in the Florida legislature.
