Can somebody please explain something to me about filibuster reform?

I thought the filibuster was weakened with Harry's watered down filibuster reform he negotiated with the GOP. Now only a few weeks after that "agreement" was reached, we get the first filibuster of a Defense Secretary Nominee EVER?

How is that even possible? What the hell kind of reform was in the agreement?
