Is the NSA collecting all the spam sent in their mega-storage facility

If they are filtering the spam, wouldn't that be a glaring hole in their efforts that could be used by "evil-doers" to communicate. Maybe Al-Queda would start communicating with each other using Viagra and At Home business opportunities.

Also, if their software filters spam, why can't they just filter the entire Internet?

In short, why doesn't the NSA start offering Spam filtering or email retrieval for a fee services.

collecting it. There are many filters in use on the collected data. Very little of it gets past the filters. Very little, indeed.

Most data is spam, really. The Null device is a busy device.

I like the idea about free spam filtering and email retrieval. After all, we paid to create this system - it might as well do something useful.
