The reason we haven't had a truth and reconciliation commission

Government officials don't believe it is necessary. They bask in the use of secrecy to keep the public ignorant. This sense of entitlement has led to the belief that anyone who dares inform the public by whistleblowing (via "proper" channels or other means) is considered seditious and must be punished severely as a warning to others. We have reached a point where powerful officials believe they are justified in clamping down on investigative journalism. The only leaks deemed appropriate are those sanctioned by the powerful. If the public is intimidated so much the better.
