Obama: Keystone is not a jobs program

He has told the republicans that while a few jobs may be created in the construction, it will not fix joblessness. And that destroying the environment and allowing more co2 emissions is bad policy.

There is an outside chance Obama may severely limit the scope of Keystone? Maybe even kill it? Or is he playing chess with the environment?
