U.S. Outlines N.S.A.’s Culling of Data for All Domestic Calls

WASHINGTON — The Obama administration on Wednesday released formerly classified documents outlining a once-secret program of the National Security Agency that is collecting records of all domestic phone calls in the United States, as a newly leaked N.S.A. document surfaced showing how the agency spies on Web browsing and other Internet activity abroad.

The newly disclosed XKeyscore presentation focuses in particular on Internet activities, including chats and Web site browsing activities, as intelligence analysts search for terrorist cells by looking at “anomalous events” like who is using encryption in Iran or “searching the web for suspicious stuff.”

In contrast to the domestic-call tracking program, the example cited in the XKeyscore presentation — which said it had generated intelligence that resulted in the capture of more than 300 terrorists — appeared to be focused on overseas activity.

At the start of Wednesday’s hearing, the chairman of the Senate Judiciary Committee, Senator Patrick J. Leahy, Democrat of Vermont, expressed deep skepticism about the domestic phone records program. He criticized intelligence officials and defenders of the program for misleadingly saying it helped prevent 54 terrorist events, a number that conflates the usefulness of N.S.A. surveillance activities targeted at noncitizens abroad with the usefulness of the database of Americans’ phone calls.

As I said, it's good to know these training documents exists, and the best part of Greenwald's article:

Under US law, the NSA is required to obtain an individualized Fisa warrant only if the target of their surveillance is a 'US person', though no such warrant is required for intercepting the communications of Americans with foreign targets. But XKeyscore provides the technological capability, if not the legal authority, to target even US persons for extensive electronic surveillance without a warrant provided that some identifying information, such as their email or IP address, is known to the analyst.

Again, Greenwald is talking about "technological capability." He's speculating and has no evidence that any laws are being ignored. The program targets are foreign.

Greenwald is now recycling his breaking revelations.

The List that could be blue-linked to would be useful for a few reasons:

1) It would be a great reference regarding NSA activities for people who want a quick overview, and to see what is being done about it

2) It would dispel a lot of uncertainty people have about this journalist from the smear campaign against him


The president is a wise and knowledgeable man. Of course he is considering Greenwald's reporting. I can only imagine his opposition to immediate reforms resides around immense pressure on him, so Obama is probably in a tough situation. As he quoted MLK jr, "The Arc of the Moral Universe Is Long, but It Bends Toward Justice". I think that Obama will come out on the side of the people and Greenwald against this monstrosity.

Also, thanks Prosense for the Greenwald & NSA posts! DUers need to see what Greenwald is uncovering about their own country

PS has been a rapid go between, reporting vapidly on the comings and goings of Greenwald/Snowden/NSA.

Quite the body of blue links and copy paste, from which, in a small part, has reinforced the first instincts that: HELL YEAH they are spying on you.

I share Leahy's grave concern about these privacy invasions as well, not to mention the outrage over Director of National Intelligence false testimony! Lets keep up the pressure on them
