a constitutional amendment for the shutdown

a proposed constitutional amendment dealing with congress getting paid during a shutdown
part 1
the 27th amendment which lets congress get paid during a shutdown is replaced with one that docks them 3 days pay for each day of a shutdown. in addition they lose 3 days of pension benefit for each day and after 1 week they lose access to all perks

part 2.
in the event of a failure to pass a resolution to fund the government then funding will continue at current levels until congress passes a new resolution.

1. it takes a lot more votes to get a constitutional amend than to pass a budget

We cant get a simple up or down, what makes you think that we can get enough to amend the constitution?

5. yes, some on both sides want the ability to logjam things if stuck in the minority

Both sides are too scared of what might happen if they should find themselves in the minority some day. For this reason they like the idea that the minority has just enough pull to stall things. They dont want anything to me automatic or requisite, they like the power they have too much to give it up to a mandate or rule telling them how to act.

3. Sen Reid and the Senate DEMs did what I wanted them to do, and they should be paid.

Besides, most members of Congress are millionaires or close to it. So, it's hard to leverage them with the low daily salary they get. DEMs have to work to win state legislatures and governorships, which will then position DEMs to undo the GOP district boundaries. That will lead to DEM control of US Congress.

7. I'd be more in favor of a referendum system to force early elections in the House.

The House was designed to be "the people's chamber" and we should be able to call for early elections when we desire it. Increase the amount of representatives and decrease district sizes.
