It appears I cannot start my new job till this shutdown is over as they cannot verify my right to work in this country and they cannot file my W4 with the IRS.

(82,383 posts)that if the government can't verify all that, they also can't prosecute him for it if you weren't a citizen. If they see your documents that you have a right to work in this country, that's all they really need.

(16,916 posts)The W4 is a witholding form, not an eligibolty form. The only thing the employer needs is a, ompleted I9. If you have corrext documentation (Ssn card and State ID) then you're good to go. Employer can mail in the form. No waiting period required.

(8,303 posts)As long as you fill out the W-4 they can file it later, and no law applies if there is not an ability to do what the law mandates - that's a constitutional principle.
They are probably assuming that the shut down will be over in a few days, but if it isn't, just call them back and go through the first steps - by that time they'll modify their policy.

(8,303 posts)The law can't require you to do anything that you can't do.
All they need is the I- form, and they can send that in.
