why and when did it become better to fund the gov't through continuing resolutions rather than proper appropriations bills?

and then the individual parts of gov't were funded through the appropriations process. this continuing resolution mess is a relatively recent phenomena. it is also partly to blame for how we got here...

that really doesn't matter regarding the Dems voting yes on the piecemeal budget items. Bottom line is these Dems have to run for reelection next year. If voting to fund national parks will keep an attack ad from being run that says they hate national parks or gives him/her a way to defend themselves, they get a pass. They get a pass because their vote does no harm. The bills considered have no chance of being passed in the Senate much less the president signing them. No harm, no foul and they can play electoral defense.
