Shoplifting Dog Arrested After Dollar Store Heist..(Video)

During a walk, Cato the Husky got off the leash and later was arrested for stealing dog treats, bones and pig ears from Clinton, South Carolina's Dollar General Store.
Police have opted not to press charges, and he was returned to his owner after a brief stint in the pound.

How could the dog's owner "protect it from traffic and other hazards" after he got off the leash?

Every time you feed a dog you are training it or if the dog just takes food that is a self-rewarding behavior, and it will repeat the behaviors it did leading up to being fed. Her dog is now trained to go around the neighborhood, be cute and get food. All of which is fine. It doesn't sound like she is employing collar, leash, harness, fences, doors, training, guidance, supervision, etc. in an effective way. My concern is traffic.

Dog ownership 101: "Prevent the event."
