... the city will be wooed by private firms that claim to be able to do the job cheaper and more efficiently. If so, good-bye public accountability, and good-bye unions.
It's the same page from the playbook that charter schools have been using for quite some time.

I don't know about MO, but in FL when a small municipality decides to shut down PD, FD or EMS, they contract with a neighboring muni or county to provide the service. Some EMS are private, though.
