"Constitutional victim"

The prosecutor brought up an interesting term. "Constitutional victims." They said the surviving Martins meet that category.

Looked it up on google, but I was wondering if anyone had practical experience with how it applies.

A lot of "victims rights" stuff was passed in the last 30 years (victims are never a legitimate party to a criminal prosecution, and must have no peculiar rights or privelieges pertaining to such, but that sort of nonsense is good for getting votes).

That's my guess.
