Surely they will get around to passing immigration reform?

Like many things, they will never get around to it. But by saying that they will, they paint Obama as a constitution-defying dictator who 'sidesteps Congress and the will of the people' if he goes alone to fix the problem. Part of their efforts to gin up support for impeachment.
