Chicago is set to become the latest U.S. city to raise its minimum wage, as Mayor Rahm Emanuel fast-tracks a politically popular plan to reach $13 per hour amid his bid for a second term and criticism that he's out-of-touch with working people. (AP Photo/Charles Rex Arbogast)The Chicago City Council is expected to give final approval to increasing the city's minimum wage to $13 by 2019.

The council is scheduled to meet Tuesday morning. A council committee advanced the plan Monday.

Mayor Rahm Emanuel called the special meeting amid fears the Illinois Legislature would pass a measure preventing cities from setting their wage at a level higher than the state's.

The General Assembly returns to Springfield on Tuesday for the final week of its fall session. Legislators could vote on a plan to raise Illinois' $8.25-per-hour wage to $11 by 2017.
