How far can Obama go in normalizing relations.
Are there laws on the books he can't get past?
Are there things the Repuke Congress can do to stop this?
I am not sure of all the legal dimensions to this.
FWIW; I have been in favor of normalized relations for decades.

(32,009 posts)He can set up state to state relations such as an embassy in each capital. However there is a Cuba Embargo act which congress would have to lift to have normal trade relations.e
