If he is placing the snow where a pile already existed and not encroaching on a drive or walk, then the law of alley clearing prevails. Gary is just a crybaby Psycho.
We have a large self propelled 28" inch snow blower so I do our building's 9 spots, the "t" alley, my next door neighbor's garage, the neighbor across the alley garage(so they don't just throw it back in the alley I cleared), the entire block of main side walk, and the two next door neighbor's walk to their stairs.
The alley can be a challenge to find room for heavy snow. Some people just pile their snow in the alley and make things worse for everyone.
I would need more info on the recycling "one piece of cardboard" we had problems with the building across the alley using our recycling. The problem was they were piling shit next to our cans making a mess. We have 4 cans for 6 units and they fill up as the city only picks up once every two weeks. They use a private dump service because their building is too large for city service. They have the option of paying for an additional recycling dumpster but they don't.
My neighbor went a little over board and started throwing trash over their fence. She was pissed because they were using our regular garbage. She found a piece of mail to identify the main culprit (dirty diapers on the ground outside our can) and sent her a request to stop. When she didn't, over the fence the garbage went.
On the flip side, I've had friends get verbally accosted for throwing a one off piece of trash or recycling in a city can. If I have a piece of trash or a bottle or something, I toss it in the nearest can.
