LINCOLN Nebraskas agriculture director, under fire from activists opposed to puppy mills, endorsed a legislative bill Tuesday that would allow state intervention in cases where dogs face extreme dangers to their health.

At the same hearing, six representatives from Hearts United for Animals, a nonprofit dog rescue operation based in Auburn, spoke in opposition to the bill.
