I am having a hard time referencing the, "despite their virtues" part of that.

Oh, it's nice to start an article with a positive statement and all, but I am curious as to what virtues are being alluded to. Are we talking about their governing skills or civility? Is it just a way of saying, isn't it great they are not running amok and stoning people?
