To Many Iraqis, US Isn't Really Seeking to Defeat ISIS

In a tent city under a highway overpass in Baghdad, refugees from Iraq’s Sunni province of Anbar were unanimous about whom to blame for their misery.



“I hold Americans responsible for destroying Anbar,” said former policeman Wassem Khaled, whose home was taken over by Islamic State, or ISIS, after the Iraqi army fled from Anbar’s provincial capital of Ramadi last month.



We all know that America is providing ISIS with weapons and food, and that it is because of American backing that they have become so strong,” added Abbas Hashem, a 50-year-old who also escaped from Ramadi and now lives in the makeshift Baghdad camp that is only occasionally supplied with water.



Such conspiracy theories about America’s support for Islamic State are outlandish, no doubt. But they are so widespread that they now represent a political reality with real-world consequences—making it harder for the U.S. and allies to cobble together Iraqi forces that could regain the country’s Sunni heartland from Islamic State’s murderous rule one day.

For the underlying need to save face, and possibly their necks.

Want a fix? Work on what's underlying, not the rationalization. The rationalization will be scrapped as soon as it makes sense to do so. But under no condition should it be confused with truth. If honor or truth have to be sacrificed, it's a no brainer which one gets it in the neck.

Are they weapons left over after we left? Are they weapons stolen in Syria? Are they from Libya?

Where are their weapons coming from? Are they just making them themselves?

Where do they buy their ammunition?

By this time, their sources should be known in the region. I do have some questions about this. And I think they should be publicly answered. Someone is making money from this slaughter and terrorist campaign, and that someone should be called to answer for it. ISIS is a criminal organization and not just some bunch of religious fanatics. They are terrorizing many innocent people. The arms dealers who supply them are just as criminal as the people pulling the triggers. ISIS' war is completely unnecessary.

Who knows the truth about this?

Please, if you do, please speak up. Because those who know and are silent are also guilty of the murders.

Iraq is overrun with weapons, the US left a lot of military supplies, now it is on the black market, Iraqi soldiers get paid a pittance and looting their own bases and selling it on the black market makes up for that.

The tiny gas-rich state of Qatar has spent as much as $3bn over the past two years supporting the rebellion in Syria, far exceeding any other government, but is now being nudged aside by Saudi Arabia as the prime source of arms to rebels.



The cost of Qatar’s intervention, its latest push to back an Arab revolt, amounts to a fraction of its international investment portfolio. But its financial support for the revolution that has turned into a vicious civil war dramatically overshadows western backing for the opposition.



In dozens of interviews with the FT conducted in recent weeks, rebel leaders both abroad and within Syria as well as regional and western officials detailed Qatar’s role in the Syrian conflict, a source of mounting controversy.

Just as Egypt and Libya had their CIA Western-funded mercenaries fighting the regime, so Qatar is paying for its own mercenary force.

The small state with a gargantuan appetite is the biggest donor to the political opposition, providing generous refugee packages to defectors (one estimate puts it at $50,000 a year for a defector and his family) and has provided vast amounts of humanitarian support.



In September, many rebels in Syria’s Aleppo province received a one off monthly salary of $150 courtesy of Qatar. Sources close to the Qatari government say total spending has reached as much as $3bn, while rebel and diplomatic sources put the figure at $1bn at most.



For Qatar, owner of the world’s third-largest gas reserves, its intervention in Syria is part of an aggressive quest for global recognition and is merely the latest chapter in its attempt to establish itself as a major player in the region, following its backing of Libya’s rebels who overthrew Muammer Gaddafi in 2011.

Syrian Rebels Describe U.S.-Backed Training in Qatar

WASHINGTON — With reports indicating that forces loyal to Syrian President Bashar Assad are gaining ground in that country’s brutal civil war, moderate Syrian rebels have told a visiting journalist that the United States is arranging their training in Qatar.

In a documentary to be aired Tuesday night, the rebels describe their clandestine journey from the Syrian battlefield to meet with their American handlers in Turkey and then travel on to Qatar, where they say they received training in the use of sophisticated weapons and fighting techniques, including, one rebel said, “how to finish off soldiers still alive after an ambush.”

The interviews are the latest evidence that after more than three years of warfare, the United States has stepped up the provision of lethal aid to the rebels. In recent months, at least five rebel units have posted videos showing their members firing U.S.-made TOW anti-tank missiles at Syrian positions. The weapons are believed to have come from Saudi Arabia, but experts on international arms transfers have told McClatchy that they could not have been given to the rebels without the approval of the Obama administration.

The documentary, produced by FRONTLINE for airing on PBS stations, features journalist Muhammad Ali, who has been following the Syrian civil war for the program. It shows Ali meeting up with a seemingly moderate faction of the rebels, though the faction itself is not identified — apparently for fear of angering its American contacts.

Ali is shown riding with a rebel supply officer as he traveled to the Turkish border to reportedly pick up American-supplied Russian weapons and ammunition, but he is not allowed to accompany the fighters to the actual meeting. When the rebels return to pick him up, they display bullets and a mortar, which are shown in the film, and tell him they have received TOW missiles; the missiles are not shown, however.

The commander of the unit also told Ali that their American contacts had asked him to bring 80 to 90 members of his unit to Ankara for training. Once in Ankara, after a 14-hour drive from Syria, they were interrogated for days about their political leanings and their unit’s fighting history. The commander told Ali that their questioners identified themselves as belonging to “the military,” but that he believed they were from the CIA.

On the final day, they were told that they would be flown the next day to a training camp in Qatar, a monarchy in the Persian Gulf. Then they were transported to a training facility they believed was near the border with Saudi Arabia.

I'm joking a bit, but I'm also serious. Turkey and the US training Syrian rebels?

What is the difference between ISSI and the Syrian rebels? Are they allies? Are they the same? Are ISIS' weapons really coming from us?

These are genuine questions. This is so confusing. And forgive me but it all sounds like one unbelievable conspiracy theory. I might as well be reading Alice in Wonderland. It's incomprehensible to me. How stupid can we be? Or do I just not understand the complexities?

I pay more attention for the reasons for the armed conflict which are economic. Libya, Qaddafi nationalized oil production in the 60's so he had to go & so much so NATO was on board but it is very messy with all the contractors & subcontractors, everything is so disconnected from each other we won't really know what is going on in the ground except from the outside economic interests or shared economic interests. It makes sense for Al-Anbar province to be controlled by a Wahabbi group so Saudi Arabia can funnel cash or guns to Syria while also Jordan (notorious location of US spies) to find a way to take Assad down while increasing sectarian strife against the Shia dominated Iraqi government.

ISIS & Syrian rebels, well there are multiple Wahabbi terror groups backed by somebody. Saudi cable leaks indicates them in partnership with Pakistan were supporter a group whose name I can't remember (they are all so various) but Assad is a very brutal humans rights violator who represents a holdover from the colonialism by elevating the minority over the majority who is an Alawite -- a sect of Shia Islam ruling over 20,000 poverty stricken Sunnis. The organized groups there -- the Wahabbi ones -- are able to recruit easily. Certainly Turkey, Saudi Arabia, Qatar have backed rebel groups to overthrow Assad only because he nationalizes oil production not over human rights concerns -- a get rich quick scheme.

Back to what I mean about companies. The role of foreign policy has completely been privatized and keeps growing with this parent group owning CBS, Dyncorp, Real Estate, GUNS -- The Freedom Group who manufactures the AR-15. The leaks need to come from them to find out what is really going on because this is who has the power. On the Black flag terror group.

s chaos swept Iraq after the American invasion in 2003, the Pentagon began its effort to rebuild the Iraqi police with a mere dozen advisers. Overmatched from the start, one was sent to train a 4,000-officer unit to guard power plants and other utilities. A second to advise 500 commanders in Baghdad. Another to organize a border patrol for the entire country.

Three years later, the police are a battered and dysfunctional force that has helped bring Iraq to the brink of civil war. Police units stand accused of operating death squads for powerful political groups or simple profit. Citizens, deeply distrustful of the force, are setting up their own neighborhood security squads. Killings of police officers are rampant, with at least 547 slain this year, roughly as many as Iraqi and American soldiers combined, records show.

The police, initially envisioned by the Bush administration as a cornerstone in a new democracy, have instead become part of Iraq's grim constellation of shadowy commandos, ruthless political militias and other armed groups. Iraq's new prime minister and senior American officials now say the country's future — and the ability of America to withdraw its troops — rests in large measure on whether the police can be reformed and rogue groups reined in.

Government investigators are examining reports of criminal fraud by DynCorp employees, including the sale of ammunition earmarked for the Iraqi police, said a senior government official who requested anonymity because the investigation is continuing. After one of its subcontractors working at the police training academy in Jordan stole fuel worth $600,000 in 2003, the company failed to install proposed fraud controls, federal auditors said.

Report: Most of $1.2 billion to train Iraqi police unaccounted for

(CNN) -- The U.S. State Department is unable to account for most of $1.2 billion in funding that it gave to DynCorp International to train Iraqi police, a government report said Tuesday.

The bottom line is that State can't account for where it went," said Glenn D. Furbish, who was involved in putting together the 20-page report for the special inspector general for Iraq reconstruction (SIGIR).

The Department of State's Bureau for International Narcotics and Law Enforcement Affairs (INL) "did not have the information needed to identify what DynCorp provided under the contract or how funds were spent," the report said.

As a result, the audit agency announced it has suspended its oversight of the agency's project until INL gathers the information.

"Their records are just not detailed," Furbish said Monday in a telephone interview. "From an audit perspective, we've identified the problem; they're working to rectify the problem."

Though Iraqi police have indeed been trained and equipment has been provided under the contract, invoices and supporting paperwork submitted by DynCorp "were in disarray," the report said.

In addition, INL "had not validated the accuracy" of invoices received prior to last October, and "INL does not know specifically what it received for most of the $1.2 billion in expenditures under its DynCorp contract for the Iraqi Police Training Program."

I'd have to sort through some of my Saudi leaks but all I can say is either the contractors & the CIA are incompetent or corrupt because what does seem like an unbelievable conspiracy is how the US runs around acting like they can't make the connections between the two, Saudi and her allies spend unbelievable amounts of money influencing media policy and you already have things like "Information Operations Roadmap" from 2003 which Donald Rumsfeld initiated. I'd like to know as much as the next person what is really going on but know the US is doing more to facilitate the growth of Wahabbism by their own actions as well as their business partnerships in the region.

Goldman Sachs, the Wall Street investment bank, is being sued in London for selling Libya “worthless” derivatives trades in 2008 that the country’s financial managers did not understand. Libya says it lost approximately $1.2 billion on the deals, while Goldman made $350 million.

At the time, the Libyan Investment Authority (LIA), which invests profits from the country’s oil and gas exports, had assets worth $60 billion under former dictator Muammar Gaddafi. Goldman Sachs convinced LIA to buy long-term call options on six companies: Allianz, a German insurance and investment company; Banco Santander, a Spanish bank; Citbank, a U.S. bank; Électricité de France, a French state utility; ENI, an Italian oil company; and UniCredit, an Italian bank.

What the Libyans did not understand was that if the stocks in these six companies did not rise, their investments would become worthless. Instead the LIA executives were taken in by a trip to Morocco as well as "small gifts, such as aftershaves and chocolates” and an offer of an internship for Mustafa Mohamed Zarti, the brother of the Libyan fund's deputy executive director, in Dubai and London.

“The unique circumstances allowed Goldman Sachs to take advantage of the LIA’s extremely limited financial and legal experience to deliberately exploit its position of influence and to take advantage in a way that generated colossal losses for the LIA but substantial profits for Goldman Sachs,” said LIA Chairman AbdulMagid Breish in a statement.

In the memo, Mr. Blumenthal said that Libya’s prime minister was bringing in new economic advisers, and that a businessman, Najib Obeida, was among “the most influential of this group.” At the time, Mr. Obeida was a potential business partner for a group of contractors whom Mr. Blumenthal was advising. of where those "misplaced" and "lost" billions of dollars of American cash wound up. I think if you answer one of those questions you might also answer the other. And if you have cash, ammo and weaponry are very easy to come by.

Cofer Black, the company's current vice chairman, was the Bush administration's top counter terrorism official when 9/11 occurred. In 2002, he famously stated: "There was before 9/11 and after 9/11. After 9/11, the gloves come off." Blackwater has become home to a significant number of former senior CIA and Pentagon officials. Robert Richer became the firm's Vice President of Intelligence immediately after he resigned his position as Associate Deputy Director of Operations in fall 2005. He is formerly the head of the CIA's Near East Division.

Blackwater's training facility, located on 7,000 acres in North Carolina, comprises several ranges, indoor, outdoor, urban reproductions, a man-made lake, and a driving track in Camden and Currituck counties. It is one of the largest firearms training facilities in the world. Company literature claims that the company runs "the largest privately owned firearms training facility in the world."

In November 2006 Blackwater USA announced it recently acquired an 80-acre (30 ha) facility 150 miles (240 km) west of Chicago, in Mount Carroll, Illinois to be called Blackwater North. That facility has been operational since April, 2007 and serves law enforcement agencies throughout the midwest.

Blackwater is also trying to open a facility in California for military and law enforcement training, in Potrero, San Diego County.

In 2003, Blackwater landed its first truly high-profile contract: guarding civilian Administrator L. Paul Bremer in Iraq, at the cost of $21 million for 11 months. Since June 2004, Blackwater has been paid more than $320 million out of a $1 billion, five-year State Department budget for the Worldwide Personal Protective Service, which protects U.S. officials and some foreign officials in conflict zones. In 2006, Blackwater won the remunerative contract to protect the U.S. embassy in Iraq, which is the largest American embassy in the world.

For work in Iraq, Blackwater has drawn contractors from their international pool of professionals, a database containing "21,000 former Special Forces troops, soldiers, and retired law enforcement agents," overall. For instance, Gary Jackson, the firm's president, has confirmed that Bosnians, Filipinos, and Chileans, "have been hired for tasks ranging from airport security to protecting Paul Bremer, the head of the Coalition Provisional Authority."

On May 23, 2003, Bremer issued Order Number 2, in effect dissolving the entire former Iraqi army[43] and putting 400,000 former Iraqi soldiers out of work.[44]

The move was widely criticized for creating a large pool of armed and disgruntled youths for the insurgency. Former soldiers took to the streets in mass protests to demand back pay. Many of them threatened violence if their demands were not met.[45][46]

It was widely asserted within the White House and the CPA that the order to disband the Iraqi Army had little to no practical effect since it had "self-demobilized" in the face of the oncoming invasion force. This was a contentious claim, however, insofar as the CIA had conducted psychological operations against the Iraqis, such as dropping leaflets over the Army's positions prior to the invasion. The leaflets ordered the Iraqi Army to abandon their positions, return to their homes, and await further instructions.

Bremer did not make sure the CPA hired internal auditors, however.

When the external auditors arrived, they learned that Bremer had not made sure the CPA lived up to the commitment to hire internal auditors to help set up a reliable accounting system. On the contrary they learned that a single contracted consultant kept track of the CPA's expenditures in a series of spreadsheets.

The external auditors reported that rather than use a modern double entry accounting system the CPA used what they described as "a single-entry, cash-based transaction list".
Unaccounted-for funds

On January 30, 2005, an official report[59] by Special Inspector General for Iraq Reconstruction Stuart Bowen cited by Time stated that $9 billion for the reconstruction of Iraq might have disappeared in fraud, corruption, and other misbehavior. On one particular salary register, only 602 names among 8,206 could be verified. As another cited example, the Coalition Authority authorized Iraqi officials to postpone declaring the reception of $2.5 billion, which the provisional government had received in spring through the Oil for Food program.[60]

Bremer wrote an eight-page reply to deny the accusations and stated that, during the IG's inquiry, Bowen's people refused to interview Bremer's deputies, and the IG's report failed to mention that Bremer and his people worked under extraordinary conditions, faced a high turnover rate, and had insufficient number of personnel to carry out their rebuilding and humanitarian relief efforts.

Bremer's claim that Bowen's staff made no attempt to interview his staff is at odds with the detailed account of the external auditors, of their attempts to meet with Bremer and his staff. In their management notes they describe how some of the CPA's senior staff, including Bremer himself, just would not make themselves available to meet with the auditors. Others, like George Wolfe, the CPA's de facto treasurer, showed a total lack of cooperation.

Early departure

Bremer's early departure was a complete surprise. But the turnover of political power a couple of days earlier was suggested by members of the Bush Administration to thwart any plans the insurgency may have had for June 30.

U.S. intelligence sources had monitored chatter that suggested resistance elements were planning demonstrations, or outright attacks, to coincide with the time of the official handover. An early handover would preempt the plans of resistance elements.[72]

His early departure was disruptive to the smooth transition of authority, as the KPMG audit of the Development Fund for Iraq made clear. In their management notes the external auditors describe trying to meet with Bremer, and being very surprised by his early departure.

Many of Bremer's senior staff left when he did, meaning that important documents required for the completion of the audit, could not be signed by the appropriate staff members.

Seems to be probably getting more play in the Southwest Asia, Northern Africa(particularly Saudi's meddling in Egypt), & Europe than here but luckily for the US the documents are in Arabic but I've been surprised at the lack of attention & coverage but we are a nation of forgeters but for the most part none of this is anything new. If what the part about 9/11 is true it would fit into what Graham has been saying but also Bandar was the point man in Iran-Contras. So Assad is still in power yet thanks to Obama and Hillary's brilliant scheming we have a caliphate where slave trading is legal.

There have been stories out there showing Chinook helicopters dropping weapons in ISIS territory, stories of the US military "mistakenly" dropping weapons behind enemy lines, US airforce not striking on large convoys of ISIS vehicles in order not to kill civilians. Then couple that with crazy sanctions on the people fighting ISIS, I think there have been 3 new sanctions on Hezbollah and Syria just this year and non on the countries everyone knows supports ISIS.

I also find it really hard to believe that ISIS is fighting on the side as the Americans and Israelis. They are going all out against the enemies of the west. This cannot be mere coincidence. US, NATO, Israel, Turkey, Jordan, and Qatar want Assad out and they are getting him out of there by hook or crook, dead and destruction be damned.
