Lugar seems like one of these Washington establishmentarians who is just tailor made for being one of the suits at a snooty centrist think or one of these bipartisan commissions that push a lot of paper, produce some report and are quickly forgotten.

I see him as one of these self-important old Washington types who, once out of office, suddenly discovers the virtues of centrism, moderation, bipartisanship and politically courage stands on issues. Of course that won't happen with Dick Lugar until after he is out of office and of no use to anyone, except for the Washington Post editorial page.
