I mean, wouldn't our good friends in Daesh be held up to universal ridicule if we depicted them as hopped-up fanatics rather than the invincible supermen of our paranoid nightmares? Probably best not to mention this too much.

The first response to my question appears to have it correct: It's Captagon. Generic name Fenethylline. https://en.wikipedia.org/wiki/Fenethylline

I know your statement didn't imply that the "stimulant" was killing, but I could not help but think of one of the final scenes. Tom Cruise's character is shooting out the window with absolute joy. It has to be one of the creepiest scenes I can remember from a film. Just saying, if that is the direction CNN was headed with that, ISIS didn't invent it. There's probably some sickness behind it that makes it a near universal possibility.

So did the Nazi's ... And Allied Forces. Pretty much every army throughout human history has used them. From Alexander the Great using opium to the USA using bennies.

Methamphetamine seem to work wonders on the battle field. The soldier can stay awake for days, while not feeling the effects of stuff like pain, and they tend to take unneeded risks, and often think they are supermen and invincible.
