I'd guess it is a major cost savings and deters vandalism.... But, uggh. That would be a last resort for me to stop at.

I haven't stopped at many Colorado rest areas lately, but I think they still have fully operational rest rooms. Tourists don't really take to "porta-johns" I don't think.

A few of the more southerly have switched to waterless urinals inside the standard rest rooms.

in a rest area, fully staffed.

Of course, it was a visitor's center.

But on the road in Nebraska and Iowa, saw no outhouses.

2. I believe in Virginia the rest areas use oil instead of water in the urinals and toilets.

and of course the oil is constantly recycled.

7. Oil? Some of the newer ones use gray-water instead of fresh water.

Gray-water is water from a sink outlet that has been chemically treated and filtered. It is used only to flush toilets and urinals and never mixes with potable water.

There are some year-round rest areas, but there are a lot of seasonal ones too, which are only open until the snow flies. I've visited a few of those in late October--brrrrrrrr. There's something to be said for heated seats...

4. WI Interstates & other highly-travelled roads have magnificent year-round Piddle Palaces

but there are seasonal outhouses in the waysides on some of the less-travelled routes.

The Piddle Palaces are thanks to Tommy Thompson, who had a lot of "friends" in the construction business.

5. I still remember one trip home for Christmas when PA had it's main rest area on 79 closed

and had portapotties set up instead. It was like 3 am and cold as all get out. I liked to have froze.
