which means they probably think he is smart for using such a "fancy" term.

5. Would the VAT serve to act as a tariff of

sorts that needs to be overcome to import goods into Mexico? I am not sure if the good's value coming from the U.S. would put it in competitive disadvantage with goods produced in Mexico.
