Giuliani was one of the most impactful people of the year (some might have argued for bin Ladin, I would imagine). The criteria is simple...who made the biggest impact.

In 2001, there were few who impacted more than Giuliani.

And that's why this time it will *definitely* go to Trump. For better or worse (mostly worse as far as *I'm* concerned!) he has impacted the world more than any other in 2016. And I think I'd be saying that EVEN if Clinton had won (he changed the way elections will be handled for generations, for one thing).
