Wanting to get under their skin: Does putting a hashtag on their (DRUMPF, O'REILLY) names *anywhere*

anything is posted (like here/DU) get picked up to be in Twitter or Google? For example, I've long believed, without any info to that end, that O'LOOFAH has a whole crew devoted exclusively to poring over every tiny mention of him anywhere for him to retaliate against if it rises to the level he decides. For that reason, although I nearly always call him "O'LOOFAH, when I want his Googlers to see something, I spell it "O'Reilly" in the Subject. Similarly with DRUMPF, will call him "Trump" only for visibility.

So. My question is, does putting a "#" on their surnames get picked up into Twitter or Google: #oreilly #trump

Or does the posting have to be done inside the Twitter world? I'd love to have all the stuff we post really GET HIS GOAT!1
