I don't know if this is still the case, but I read an article some years ago about Costa Rica where it said that their defense budget was limited to a coastguard and a civil defense militia, leaving them free to provide extensive social programs to their citizens. Of course, the Austerions may have got to them since then.

I had my honeymoon there last year and in 5 days saw just one policeman, on a motorcycle in the city. They let their horses and dogs wander around without any concern. They brag about their peaceful society and their healthcare system. The hotel owner said he felt sorry for us in the U.S. When we returned it was a shock to the system, being re-introduced to our culture of fear here in the U.S.
