McConnell Offers Plan to Avoid Shutdown of Homeland Security Dept.

Senator Mitch McConnell, Republican of Kentucky and the Senate majority leader, offered a two-step path on Tuesday to avert a shutdown of the Department of Homeland Security, which runs out of money on Friday.
Mr. McConnell said he would allow a vote on a clean bill to fund the Homeland Security agency as Senate Democrats have long demanded followed by a second vote on a stand-alone bill that would halt President Obamas 2014 executive action on immigration.
But the fate of the legislation as well as a partial government shutdown now rests with the House of Representatives. Senator Harry Reid, Democrat of Nevada and minority leader, said that Democrats would not allow any immigration legislation to come to a vote until they had an assurance from the House speaker, John A. Boehner, that the House would take up and pass the clean spending bill.
