One dead after gunman opens fire on SUV in rush hour on D.C. highway

Source: Washington Post

A gunman in a car opened fire on a sport utility vehicle during Thursday morning’s rush hour on the Anacostia Freeway in Southwest Washington, killing one man and seriously wounding another, according to D.C. Police Chief Cathy L. Lanier.

The shooting occurred shortly before 9 a.m., leaving a bullet-riddled vehicle in the middle of the northbound lanes of the highway and snarling traffic headed into the District from Maryland and Virginia. Authorities expected the northbound lanes to be shut for hours.

Police said at first that the shooting might be the result of road rage, but Lanier said later in the morning that it appeared the gunman had followed the SUV onto the highway from Virginia. It was not clear whether there was an earlier confrontation or whether the SUV was targeted for another reason.

“It was during rush-hour traffic,” Lanier said. “We’re trying to get people to give us more information.” She urged anyone who witnessed the incident or the vehicles earlier in the morning to call police at 202-727-9099. She said the car with the gunman was tentatively described as a dark-colored sedan, possibly a Toyota Camry or a Honda.

and I doubt you can force criminals to pay for it due to 5th Amendment issues.

The problem with insurance is that it is irrelevant when it comes to most gun deaths. It won't stop suicides (nearly 70% of gun deaths) and insurance companies won't pay out for criminal or negligent acts (they are not stupid). And the number of true accidents involving non-family members is tiny compared to the number of gun legal gun owners. So there is no money in it for insurance companies - the premiums would be a pittance based on the actuarial data. There is a reason why owning guns will not raise the price of your home insurance while owning a swimming pool or certain dogs will.

But say you passed such a law. You have just given the NRA a gift beyond imagination. They would promptly go into the insurance business like AARP - insurance companies would pay big money for an NRA endorsement. They would then offer big discounts for members, giving every gun owner in America a financial incentive to join the NRA. Imagine a NRA with a massive revenue stream and a membership ten times bigger than it is now. Is that what you really want?

and lose your license for 5 or 6 DUIs, don't worry you get another. Once you kill someone- like say an 18 year old girl, while drunk again, you go to jail for a couple years, take a class or two and guess what? You get your license back.

Not that the license is all that important. You can still buy the truck you will use to kill that girl in a private sale- cash and no questions asked. Anyone can do it.
