Deal to avert shutdown held up over Homeland Security fight

A bipartisan deal to fund swaths of the government and avert a shutdown later this week is hitting a snag as negotiations over the annual Homeland Security Department (DHS) spending bill sputter.

The package initially planned for release on Sunday would have included five full-year funding bills covering the departments of Defense, Labor, Health and Human Services, Education, State, the Internal Revenue Service, as well as general government and foreign operations.

Congressional leaders had also planned for a stopgap measure for DHS, seen as the toughest funding bill in the bunch, as deep partisan divisions remain in Washington on the border and immigration. However, the timeline for the package’s release is slipping after recent involvement from the White House in negotiations, Republicans say.

A source familiar said part of the dispute is that Democrats are pressing for more funding for pay equity for the Transportation Security Administration, while Republicans want more dollars for the U.S. Immigration and Customs Enforcement (ICE) detention and enforcement.

But there need to be higher standards, particularly for supervisory and management personnel. Better pay helps, but pay alone can't rescue a mismanaged organization.

I fly most weeks. On the whole, they are an unimpressive lot. And I think the bigger the airport, the worst they get.

They're inspecting you for items that should not go on the airplane. That's why they ignore your pot, your Cuban cigars, etc. If they do call the cops for your drugs, your lawyer can get it thrown out on 4th Amendment grounds.

George Carlin was right: All the searches are there to reduce your liberty and remind you they can fuck with you any time they want. Because Americans are always willing to exchange liberty for the illusion of security.

They find loaded guns quite frequently. Just remember, they are delivering what the public demands, a feeling of security. If we decide to let everyone on the plane without inspection, we can do that.

No searches of passengers or their luggage. Individual freedom is paramount. The public would probably not go for that. The average person wants everyone searched except for you and me. And lately I'm not so sure about you...

I'm serious when I describe the attitude of many people, perhaps most people, toward being screened at the airport. They feel they should be trusted because they've Real Americans. Screening should be done on "them," the other ones, those not like us. In other words, they are very.much in favor of profiling. If you insist on probable cause to inspect you and your carry-on, that means no passenger screening. Many people think that's a good idea, but, again, they generally want "them" subjected to the third degree. Human nature, I suppose.

Created in the aftermath of the 9/11 attacks, TSA was established by the Aviation and Transportation Security Act passed by the 107th Congress and signed into law by President George W. Bush on November 19, 2001.
this was formed under a republican house and senate and president.

the pay system they adopted upoin starting was the brand new pay system that the FAA started. TSA was started as a spinoff of the FAA's Sky Marshall program at it's core, as they ramped up hiring of screeners. (Intended to lower the "cost" of employees, the FAA pay system was so bad, that the FAA modified it several times, and increases pay tables to be closer to the "GS" scale.

Unfortunately, the TSA never made those adjustments, AND froze salaries for several years.)

As a result, the TSA workers are paid, on average, about 25% LESS than other federal employees doing similar work.
