Rowland Charged In Campaign Finance Conspiracy

Former governor John G. Rowland was indicted Thursday for conspiring to violate federal election law in connection with two federal election campaign schemes, one of them involving a sham contract with a health care business to conceal $35,000 he was paid for providing political advice to 2012 Congressional candidate Lisa Wilson-Foley.
Rowland, a three-term governor who was forced from office in 2004 and served 10 months in prison as in an earlier political corruption case, has been a subject for two years of a federal investigation of his consulting relationship with Wilson-Foley and her husband Brian Foley, who owns a chain of 26 nursing care and rehabilitation institutions in southern New England.
Both Foleys pleaded guilty March 30 in U.S. District Court to conspiring with Rowland and others to violate campaign finance law by intentionally concealing the payments Brian Foley made to Rowland in behalf of his wife's campaign in 2011 and 2012. Federal prosecutors said he court that Foley routed the payments through a real estate business and a law form associated his company, Apple Rehab.
