Two men charged for raping 16-year-old at Johns Hopkins fraternity party

Neither the victim, who attended party while visiting sister at university, nor the suspects are students of the university or members of the fraternity

Baltimore police have arrested and charged two men for the rape of a 16-year-old girl at a Johns Hopkins University fraternity party, police said Wednesday.

Charging documents named the suspects as Chaz Haggins, 20, and Ethan Turner, 19. Neither the victim nor the suspects are students at the university or members of the fraternity, university spokesman Dennis O’Shea confirmed to the Guardian.

The arrests come after about a month of investigation into the report of a 16-year-old girl who visited her sister at the prestigious university and attended a party at the Sigma Alpha Epsilon fraternity house. Shortly after the 2 November party, she told police that in the house’s bathroom two men forced her to perform sex acts and raped her.

Haggins and Turner are being held without bail under charges of conspiracy to commit rape, sexual assault and first- and second-degree rape. Both men are from Reisterstown, Maryland, about a half hour drive from Johns Hopkins’ campus. The SAE fraternity house stands just a few blocks from the university in northern Baltimore.

Nor is the SAE house the only fraternity house where rape has been reported at Johns Hopkins. In March 2013, the university and Baltimore police received a report of gang rape at the Pi Kappa Alpha fraternity house, also off-campus, but did not alert students of the allegations. More than a year later, students learned of the report through the press and filed a complaint to the government over the school’s failure to inform the campus.
