MOSCOW — Russian officials struck a defiant note Monday after Western leaders threatened to further punish Moscow for escalated fighting in eastern Ukraine over the weekend, arguing that the Ukrainian government is responsible for the latest increase in violence.
In televised comments after a meeting with students in St. Petersburg, President Vladimir Putin said that the Ukrainian leadership was at fault for the uptick in violence and accused it of using civilians as "cannon fodder" in the conflict.

Ukraine's army) is not even an army, it's a foreign legion, in this case a foreign NATO legion," Putin said. "They have totally different goals, connected to the geopolitical containment of Russia, which absolutely do not coincide with the national interests of the Ukrainian people."
NATO Secretary General Jens Stoltenberg dismissed the claim and accused Russia of sending large numbers of heavy weapons to the rebels. "We have seen a substantial increase in the flow of equipment from Russia to the separatists in Ukraine," he said.

he Ukrainian army is essentially a ‘NATO legion’ which doesn’t pursue the national interests of Ukraine, but persists to restrict Russia, President Vladimir Putin says.
“We often say: Ukrainian Army, Ukrainian Army. But who is really fighting there? There are, indeed, partially official units of armed forces, but largely there are the so-called ‘volunteer nationalist battalions’,” said Putin.
He added that the intention of Ukrainian troops is connected with “achieving the geopolitical goals of restraining Russia.” Putin was addressing students in the city of St. Petersburg.

According to Putin, the Ukrainian army “is not an army, but a foreign legion, in this case a foreign NATO legion, which, of course, doesn’t pursue the national interests of Ukraine.”
Kiev has been reluctant to find political solutions to the crisis in eastern Ukraine and only used the ceasefire to regroup its forces, the president stressed.

THe FIrst rule in properganda is the that the TRUTH IS THE BEST PROPAGANDA. For example, when it came to the Normandy invasion of WWII, it was the GERMANS who first announced that the invasion had started not the Allies. The first news of the attack was from Germany and picked up by American Newspapers and Radio (We are talking of WWII, only Germany had TV and then very small numbers, the US was to have TV, but delayed it till after WWII).
RT on a regular basis tells the truth, they tell facts that are true. Now, someone running propaganda will then spin the truth to be favorable to their side. Al Jazeera had been accused of this. A US report will state that Israeli Forces bombed a terrorist cell in Gaza, Al Jazeera will say that Israel bombed a home in Gaza. US News will say "Terrorists attack a US base",
Al Jazeera would say "Freedom Fighters launched at attack against a base of an occupying power" (Or maybe a "Colonial Power"

Thus when you are watching or reading any source of news, remember it often contains what people will call "Propaganda". Most people's definition of "Propaganda" includes the concept that it is FALSE. The problem is most "Propaganda" is true, just given a spin someone dislikes. You MAY dispute the spin, but more often then not what is reported is true. RT tends to report the truth, as it is told to them. They give it a pro-Moscow spin, but most Western News Agencies tend to give a pro-Europe or pro-American spin. RT sometimes ignores news it dislikes, but that was true of Occupation Wall Street for the first weeks of Occupation Wall Street by American News providers.
I read RT, Al Jazeera, CNN, the New York Times etc and accept all of them have their point of view they want me to embrace. Remember that when reading any news report, the best propaganda is where the truth is told, but given a spin in favor of the side reporting the news. That is true of ALL NEWS REPORTS and you have to be careful about all of them for that reason.
