This is probably a repost, since the video is dated Oct 27, 2013.
But I hadn't seen it until today, and I had no idea these checkpoints were voluntary. (I wonder, though, if these types of refusals still work if the driver is not recording the DHS officer.)

I don't know the details, but based on the cops backing down, it seems like their checkpoints are of dubious legality. If so, then why pull this stuff? To get people angry?

they only serve one purprose..to get people used to a "papers pls" mentality.
the snooping and searching is spreading.
TSA now searches passengers of buses and trains.
people are now reporting that border Patrol is stopping cars as far as 100 miles from the border.
People operating small boats and small planes entirely within US areas are asked to submit to searches.
Particularly in Texas, drivers are stopped by police and any large amounts of cash are simply taken, because the law now says they can do that. No charges, no arrest, and no return of money.
Incidents like this are easily found in the internet news ( not MSM of course) and via a simple search engine browse.
