She sprayed him because she could--as you can see, there's no one near her. I don't think the video here shows it, but she was panicking. She ended up screaming at a 75+ year old woman to get back (I think that was about a minute after this video). She was tense, freaking out, and taking it out by spraying pain on peaceful people.
