Major de-salinization project. Stop pumping water out of the ground. Get it from the ocean. Pumping water out is what caused New Orleans itself to sink below sea level.

Desalinization or pump water out to the coastal population from deep inland.

That could probably be fixed too, with a lock and dam and canal, but the shipping would bypass New Orleans. Plus there isn't the political will to fix it at the local or national level. I saw a map at the LA DFW offices that show the land in 1940 vs. 1995. The loss even in inland areas is stunning. It is like the climate change issue in fast forward and miniature; nothing will be done until it is too late and too expensive to fix.
