If he did that in New York or any other large US city the cops would have come in tasers blazing.

It's strange to see such an offender allowed to sit down and have the bracelets applied to the front. As opposed to "STOP RESISTING!!!! ZAP ZAP STOP RESISTING !!!! ZAP ZAP STOP RESISTING !!!! BIFF BANG POW STOP RESISTING!!!!"
