16. There are objective conditions that need to be extant for .......

it to be a revolutionary or pre-revolutionary situation and those conditions aren't there yet. A lot of people like to joke about "comes the revolution" because joking about it means it's not something to take seriously. And it's NOT something to take seriously, yet.

The first thing to look for is when the rulers don't seem to be able to rule the same way they have in the past and when the ruled won't allow themselves to be ruled in the way they have been in the past. That is the FIRST signal that we've moved into a pre-revolutionary situation.
