1. Never heard of such a thing, so I googled. It is just as misleading as it sounds.

2. My member of congress has been doing something similiar

except there was never a head up. All of a sudden I will get a phone call inviting me to that "town hall." I think that some of them sounded interesting except, I did not have the time to listen and to participate.
