No shock probation for drunken drivers who kill

FRANKFORT, Ky.--The state Senate on Wednesday gave final passage to a bill to ban shock probation in cases where a drunken driver causes the death of someone, prompting a joyful reaction from relatives who have lost loved ones in such cases.

"This is amazing," said Debbie Moskwa whose son, Ricky, was killed by a drunken driver in 2002 as he traveled through Kentucky to visit relatives.

"I don't think it's sunk in yet," added Moskwa, who watched from the gallery with other supporters as the Senate voted to pass House Bill 222.

Moskwa, who lives in Michigan, has been lobbying for such a bill for the past 10 years after the driver who caused the accident that killed her son was released on shock probation after serving just eight months of a 13-year sentence.
