Greg Abbott Lied When pressed by Davis, Abbott lied about public school lawsuit

I have no doubt that Abbott has lied about this and deliberately misled.

My problem is this:
LSR goes on to show in the link below a memo from Atty. David Richards which posits that Abbott has always had the authority to settle (memo at the link)

the problem is that the memo doesn't address Abbott's claim. The memo cites cases from pre 2000. Abbott claims that his power to settle was circumvented by a law passed in 2011 - which is not addressed in the memo.

This makes me somewhat leery of LSR .

Does anybody know what law Abbott is talking about?
It seems that if it was a real problem that he would have been more specific.

However, Abbott (as is well known hereabouts) is a bad attorney.

The only bill I can find that passed in 2011 (82d R) relating to the Atty Gen and cases dealing w/ constitutional issues is HB2425 which doesn't have anything to do with how the Atty Gen handles them - it just requires that the AG be given notice of the pleadings.

I have no doubt that he is disembling and/or misinterpreting the law (which he does regularly)

But then, he is a slimey, lying ....
