Texas lawmakers look into creation of statewide water grid, trading market

AUSTIN >> To better cope with a possible lack of water in the future, the Texas Legislature is poised to order a state agency to examine what would be needed to create a statewide water grid and a market on which it would be traded.

Creating any such market would be a long process that would require a fundamental overhaul of the way water is governed, one of the legislative leaders of the project said last week. But it is something the state must start talking about.

"It probably will transform the regulatory framework for water in Texas," said Rep. Lyle Larson, R-San Antonio.

Larson authored House Bill 3298, which passed 111-28 on Friday.

The bill orders the Texas Water Development Board to conduct a two-year study of what it would take to build a water grid, who would be best to build it and how best to pay for it.
