The uncounted were ones that the machines didn't count for some reason. People didn't color enough or circled the name instead.

Old recounts in Va did not look at the ballots, they just redid the math on the total. Creigh Deeds changed that in the VA legislature after losing to McDonnell in the AG race by 360 votes in 2005.

4. Optiocal Scanner\Paper ballot

Virginia went back to the scanning the paper ballot. In Fairfax which is the largest jurisdiction in terms of votes, everything had to be delivered to the county admin building before the votes could be counted. The boy scouts helped unload all of the sealed ballot boxes from throughout the county and that took quite some time. That is why the Election was so close for so long because Fairfax was the last to report. I was pleasantly surprised to see that we have gone to optical scanning with the paper ballot as a back up. it will eliminate election fraud and it will cause the loser to think twice before filing a legal challenge after the recount.
